Duval succeeds Len Brennan who re-joined the company in July last year after six years at Rainer Investment Management where he was president and CEO. Brennan will now become global president and CEO.
Duval joined Russell Investments in 1994 to set up its office in Paris and has subsequently held various European leadership positions over his 17 years at Russell Investments.
His EMEA empire includes the UK retail and institutional businesses headed by Greg Stark and Shamindra Perera respectively.
Commenting on the appointment Brennan said: “As a 17-year veteran of Russell, no-one understands more than Pascal the full range of Russell’s capabilities and how they can be brought to bear for our clients across the EMEA region.
“At a time when clients are facing continued market volatility and economic uncertainty globally, Pascal brings the optimal combination of leadership experience and investment expertise to deliver the advice and answers clients need right now.”
